I noticed a login form element and was wondering if this was only for team members, or if the general public could “register on the website”, sort of like creating an account with Walmart and logging in?

The login form element works alongside the user source you have set in your app’s settings. So if you create a workflow that allows users to register which adds a new record to that table, then indeed, they can then login with those credentials.
